If you’ve heard “Georgia Dream” and nodded along, you’re in good company. Most people know it helps with a down payment, but not how.
The Georgia Dream program is the state’s home loan for first-time buyers, run by the Georgia Department of Community Affairs (DCA). As of October 2026, it pairs a 30-year fixed mortgage with down payment help of up to $10,000, or up to $12,500 for some buyers, as a 0% loan with no monthly payment.
How does the Georgia Dream down payment assistance work?
Here’s the plain-English version, from DCA’s program page, effective July 8, 2026:
- Standard help: 5% of the purchase price, up to $10,000, whichever is less.
- PEN help: 6% of the price, up to $12,500, for public protectors, educators, healthcare workers and active military.
- CHOICE help: 6% of the price, up to $12,500, for buyers with a household member living with a disability.
Think of the assistance as a quiet second loan. According to DCA’s FAQ, it has a 0% rate and no monthly payment, but it isn’t forgiven. You pay it back when you sell, refinance or move out of the home.
Who qualifies for Georgia Dream?
According to DCA, you may qualify if:

- You’re a first-time buyer, or you haven’t owned your primary home in the last three years. Buying in certain targeted areas can also qualify.
- Your household income is under the limit for the county you’re buying in.
- Your savings after closing stay under a cap: no more than $20,000 or 20% of the price, whichever is greater.
- You meet your lender’s credit requirements.
You’ll also complete a homebuyer education class, which typically costs $50 to $100, and bring a small contribution of your own. DCA’s FAQ lists a $1,000 minimum, while its step-by-step page mentions $500 to $1,000, so your lender will confirm the exact amount.

A quick Georgia Dream example
Say you’re buying a $300,000 home in DeKalb County.

- Standard help: 5% of $300,000 is $15,000, so you’d get the $10,000 maximum.
- PEN or CHOICE help: 6% is $18,000, so you’d get the $12,500 maximum.
- On a $180,000 home: 5% is $9,000, under the cap, so standard help would be $9,000.
FHA’s minimum down payment is 3.5%, according to HUD, which is $10,500 on a $300,000 home. That means $10,000 in Georgia Dream help could cover almost all of it. Areas with prices in this range include College Park and parts of DeKalb, covered in our College Park and airport cities guide and our east side guide to Gwinnett and DeKalb.
Where Georgia Dream trips people up
Thinking the help is free money. It’s a 0% loan you repay when you sell, refinance or move. The fix: plan for it the same way you’d plan for your main mortgage payoff.
Having too much in savings. The liquid asset cap surprises people. The fix: talk to your lender before you move money around.

What this means for you
Georgia Dream can turn “I’ll buy in a few years” into “I can buy sooner,” especially in the price ranges across much of metro Atlanta.
